If not freely available, access on electronic full text is possible via Dortmund University Library or Digital Library NRW. The following titles are available:

  Since 01-09-2008, you have access to the complete range of IEEE. Approx. 140 journals, 750 proceedings and 1,800 standards of IEEE and publications of 24 journals and 23 conferences of IET (former IEE) supply more than 2 million full text documents. You can also search via Electronic Journals Library EZB. Single journal articles can be searched via integrated search. Topical search is possible.
